Cohesive Solutions is a boutique advisory firm specialising in digital transformation, data intelligence, and agricultural systems for governments and development partners across Africa.
Cohesive Solutions Africa is a Kigali-based digital transformation advisory founded in 2015, specialising in agricultural digital systems, Digital Public Infrastructure (DPI), and data intelligence for governments and development organisations across Sub-Saharan Africa.
We sit at a rare intersection: government insider knowledge, technical delivery capability, and development finance experience. Our team has spent 14+ years embedded at the highest levels of Rwanda's agri-food transformation — building and scaling systems that now serve approximately 3 million farmers and underpin Rwanda's national food security strategy.
Government-First Lens: We work inside MINAGRI, RAB, NAEB, RISA, RSA, and MINICT — not outside them. When implementation requires a government decision, we are already in the room.
Data-Led, Delivery-Oriented: We build pipelines, dashboards, and systems — then train teams to own them. Our work is measured in farmers reached and results verified, not slide decks produced.
Private Sector & Inclusion Focus: We design digital pathways that connect women, youth, and smallholder farmers to finance, markets, and enterprise — across Rwanda's priority agri-food value chains.
DFI-Ready Delivery Partner: Aligned to AfDB, World Bank, and IFAD results frameworks. We support DLI verification, M&E system design, and results-based financing implementation for agricultural transformation programmes.
"African-led digital advisory is chronically undervalued in procurement. But when a platform needs to work in Kinyarwanda, earn the trust of a RAB district officer, and produce data that satisfies an independent verifier — local knowledge is what makes the difference."

A lean, senior team. Every engagement is led — not just managed — by people who have built national-scale systems from the ground up.
Jean Claude is a seasoned Digital Economy Practitioner with a distinguished track record in driving large-scale digital transformation across agriculture, education, and fintech. With extensive experience bridging the gap between government and corporate sectors, he has been a central figure in the evolution of Rwanda's digital landscape.
His work has successfully digitized critical national infrastructures, including the Smart Nkunganire System (subsidized agro-inputs), Smart Kungahara (coffee traceability), and the Urubuto Education System. A specialist in payment ecosystems, Jean Claude also spearheaded UrubutoPay, streamlining fee collections for schools, churches, and agricultural value chains.
Dr. Lilian Ndungu is a senior executive with 17+ years of experience leading transformational programmes in agriculture, climate resilience, and food systems across Africa. She brings deep expertise in leveraging digital technologies, geospatial tools, and AI to drive inclusive development, shape national strategies, and strengthen institutional delivery.
She leads national-scale agri-digital transformation efforts — integrating AI-enabled advisory platforms, satellite monitoring, value chain development, and digital public infrastructure. She works across government ministries and development partners to align policy, strategy, and implementation.
Juste Nyirimana is a data scientist with 5+ years of experience driving data and analytics initiatives across Rwanda's financial sector. He brings together strong technical expertise in Python, SQL, and data engineering with strategic experience from roles at the National Bank of Rwanda and advisory work across public and private institutions.
He specialises in building scalable data pipelines, real-time analytics systems, and decision-support dashboards that strengthen financial supervision, enable financial inclusion, and support data-driven policy and investment decisions.
Emmanuel is an information technologist with 14+ years of experience leading digital transformation and data initiatives at the highest levels of Rwanda's government. He combines deep technical expertise with strategic advisory skills honed through senior embedded roles at the Ministry of Agriculture and the Tony Blair Institute for Global Change.
He provided technical expertise in the implementation of Rwanda's Agriculture Management Information System (AMIS) — the country's flagship agricultural Digital Public Infrastructure — and supported mobilisation of over USD 19M in financing for Rwanda's digital agriculture ecosystem.
We are growing. Senior associates and sector specialists join on a project basis.
