Jean Claude is a seasoned Digital Economy Practitioner with a distinguished track record in driving large-scale digital transformation across agriculture, education, and fintech. With extensive experience bridging the gap between government and corporate sectors, he has been a central figure in the evolution of Rwanda's digital landscape.
His work has successfully digitized critical national infrastructures, including the Smart Nkunganire System (subsidized agro-inputs), Smart Kungahara (coffee traceability), and the Urubuto Education System. A specialist in payment ecosystems, Jean Claude also spearheaded UrubutoPay, streamlining fee collections for schools, churches, and agricultural value chains.
Emmanuel is an Information Technologist with 14+ years of experience leading digital transformation and data initiatives at the highest levels of Rwanda's government. He combines deep technical expertise with strategic advisory skills honed through senior embedded roles at the Ministry of Agriculture and the Tony Blair Institute for Global Change.
He is the architect of Rwanda's Agriculture Management Information System (AMIS) — the country's flagship agricultural Digital Public Infrastructure — and has personally mobilised over USD 19M in financing for Rwanda's digital agriculture ecosystem.
